The APRA CPS 230 Problem Specifically

APRA’s Prudential Standard CPS 230, which came into effect in July 2025, requires APRA-regulated entities, banks, insurers, and superannuation funds, to identify and formally govern all material service providers. An AI tool that processes sensitive financial data, generates compliance documentation, or assists in risk assessment qualifies as a material service provider.

The majority of organisations using frontier AI tools for these purposes have not registered those tools as material service providers, conducted the required risk assessments, or established the governance frameworks CPS 230 requires. This is not a technicality. It is a prudential compliance failure that APRA has the authority to act on.

  • The deployment meets the relevant regulatory framework, ISM for government, CPS 234 for financial services, the Privacy Act for any entity handling personal information.

If any one of these conditions is not met, the organisation does not have sovereign AI infrastructure. It has AI tools with a sovereign label applied to them, a materially different and significantly riskier position.
